WIth funding through the Infrastructure Stimulus Fund (ISF) and Recreational Infrastructure Canada (RInC) programs, facilities throughout the City will receive improvements in 2010. ISF and RInC programs are joint investments by the federal, provincial and municipal governments to fund infrastructure projects, as well as create jobs and help stimulate the economy. Each level of government is contributing one-third towards the costs. Mississauga’s 132 approved ISF projects and six RInC projects must be completed by March 31, 2011 to be eligible for funding. BACKGROUND: On November 7, 2007, City Council adopted Resolution 0273-2007 concerning a 5% Special Infrastructure Levy on property owners for 2008. This was positioned as an “in principle” resolution, pending forthcoming budgets from the Provincial and Federal governments in early 2008. The preliminary Steering Committee that was formed in March 2008 to explore creation of a City-wide network of residents' associations (which was launched as MIRANET on Oct. 1, 2008) decided to use the tax levy issue as a trial exercise in collaboration. Out of this was created a Backgrounder for RAs, a template letter to Council, and a Deputation to Council on behalf of the participating RAs. Subsequently Council voted for a 1% tax levy.
